The Quality Migrant Admission Scheme is a quota-based scheme launched by the Hong Kong government to attract outstanding talents from other places to settle in Hong Kong, thereby enhancing the competitiveness of Hong Kong. The plan was announced on February 23, 2006, and implementation began before June of that year. The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, delivered her fifth policy address during her term of office in the Legislative Council of the Hong Kong Special Administrative Region in October 2021. A total of 1,709 applicants were approved in 2020, 95% of whom were from mainland China, with an average approval rate of 14%-33% over the years.
